LINGAYEN, Pangasinan- – -To chart a strategic direction towards Pangasinan’s full development, Governor Amado I. Espino III held an initial conference with various national agencies on April 20 at the Capitol Resort Hotel.

The Governor who was joined by Provincial Administrator Nimrod S. Camba and different heads of offices was provided with updates/accomplishments on programs and projects which are implemented in the province for the current year as well as their plans for the coming year.

In the conference which was facilitated by the Provincial Planning and Development Office (PPDO) headed by Benita Pizarro, Gov. Espino said the provincial government has a lot of programs that are connected with the programs of the different national line agencies. Thus, he noted, it is important that partnership and coordination must be strengthened to attain mutual vision of bringing in progress and development for Pangasinan.

As such, the provincial chief executive urged all national government agencies to provide regular report to the provincial government to ensure smooth implementation of programs and projects and be able to give even distribution to beneficiaries and avoid duplication of efforts. Sectoral groupings, he added, should exist in the next meetings.

Among those who presented updates during the whole-day conference are as follows: Department of Education (DEPEd) School Divisions of Urdaneta City, Pangasinan II, San Carlos City and Alaminos City; Department of Labor and Employment (DOLE); Philippine National Police (PNP); Department of Health (DOH); Department of Natural Resources and Environment (DENR); Housing and Land Use Regulating Board; Department of Agriculture (DA); Department of Agrarian Reform (DAR); Bureau of Fisheries and Aquatic Resources (BFAR); Philippine Carabao Center; Philippine Coconut Authority; and the Civil Aviation Authority of the Philippines (CAAP).

Of all updates, attendees paid most attention to the CAAP report. It can be recalled that during the past administration led by former governor now 5th district Representative Amado T. Espino, Jr., plans for the expansion of the Lingayen Airport started as early as 2010.

In fact, in the last State of the Province Address (SOPA) of the former governor held on February 10, 2016, he cited the last letter from the Civil Aviation Authority of the Philippines (CAAP) that indicated the plan to build a 3C-compliant Lingayen Airport from year 2016 to 2019.

According to Engr. Job De Jesus, airport manager, the project did not materialize because of the election period in 2016 adding that the present administration can still possibly pursue the project by writing a letter again to the CAAP.

If completed, Lingayen Airport for 3C aircraft operations will cater to turbo-propeller aircraft operations such as ATR72 of Cebu Pacific and Q400 of Pal Express.

Other agencies that were not able to present their reports due to time constraints were requested to provide submit their reports to the PPDO. (Ruby R. Bernardino)
