Barangay penalizes gossipers, drinking in public

BINALONAN—Gossipers have no place in Barangay Capas here as an “anti-tsismis” ordinance bans and penalizes them.

Barangay Kapitan Danilo Tabucol Sr. said the ordinance has since helped maintain peace among families here because those proven to be spreading lies are fined and required to render community service.

Tabucol said the ordinance was passed after noting that squabbles between families and friends in the village were traced to malicious gossips.

“We are aware that issues created by gossipers or intriguers cause fight among friends, relatives or neighbors,” he said.

Since the ordinance was enforced in October 2016, a woman was already asked to render community service as her penalty after someone complained against her for spreading a rumor.

Tabucol said a three-level investigation was conducted before imposing the penalty.

Penalties include P300 with community service (1st offense) P500 with community service (2nd offense) and P1,000 with community service (3rd offense).

Tabucol said the first offender was no longer asked to pay P300 fine but only required to do community service to demonstrate that the barangay is seriously enforcing the ordinance.

“We gave her a chance,” he said.

Tarpaulins were hung in the barangay’s seven sitios informing the residents about it. Prior to the passage of the ordinance, a barangay assembly was held in conjunction with the implementation of the ‘anti-tsimis’ and curfew for minors.

Barangay Capas is also strictly implementing an “anti-ingay” ordinance for users of videoke machine, videogames or noisy motorcycles passing by their barangay.

Videoke machines are allowed to operate only until 10:00 p.m. with few hours extension for special occasions like weddings or birthday parties, he said.
