Capitol revives negotiation for land donation in Burgos

LINGAYEN – After the proposal to establish a rehabilitation facility inside Camp Tito Abat in Manaoag was rejected by the Armed Forces of the Philippines, the provincial government to revive negotiations for the donation of a land area in Burgos town.

For this purpose, Gov. Amado Espino III has been authorized by the provincial board to negotiate with the family of former Burgos town Mayor Demetrio Cabiles, who in the past had signed the Deed of Donation in 1992, and to accept the donation of a two-hectare lot in the town as the site or the establishment of a drug rehabilitation center of the province.

Unfortunately, the donation was deemed not consummated since then Governor Aguedo F. Agbayani failed to sign the Deed of Donation.

Fourth District Board Member Jeremy Agerico Rosario, who authored the approved resolution, said an earlier provincial resolution approved on June 8, 1992, authorized the provincial governor to accept the donation of Cabiles of a lot located in San Vicente, Burgos but the donation was never consummated.

A condition in the 1992 DOD provided that in the event that the construction of the proposed drug rehabilitation center that time does not materialize for whatever reason within a period of three years upon its execution, the ownership and possession of the property shall be reverted to the donor without need of any authority, clearance or judicial action or power whatsoever.

The resolution reiterated the use of the donated lot as a venue for rehabilitation center for the drug addicts and dependents who need to undergo treatment.

Funds for the construction will be appropriated once the donation is confirmed, Rosario said. (Tita Roces)
