LINGAYEN— Ten towns in the province where there are OFW (Overseas Filipino Workers) associations initially stand to benefit from the implementation of the  Department of Labor and Employment’s (DOLE) livelihood program, ‘Kabuhayan’.

This was assured after the provincial board authorized Gov. Amado Espino III to enter into a memorandum of agreement with DOLE for the implementation of Kabuhayan in the province.

The resolution authored by Board Members Generoso Tulagan Jr. and Noel Bince acknowledged that the program “will give opportunities to unemployed poor, seasonal and low-wage workers to start individual or collective enterprise undertakings with the goal of moving them out of poverty and making them productive.”

Provincial Employment Service Officer Alex Ferrer who initiated passage of the measure, said the program will involve P10 million but only P5 million will initially be made available. Of the amount, 75 to 80 % will come from DOLE, 20% will be the provincial government’s counterpart and 5% from the beneficiary organization.

Under the program, DOLE provides capacity building facility on livelihood and entrepreneurial ventures for workers in the informal economy and vulnerable groups.  (PIO)
