THE Dagupan City government is seeking the assistance of the Department of Public Works and Highways particularly for the construction of dikes and canals and the closure of the open culvert along the De Venecia Highway to alleviate the flood situation in the city.

The request was authorized by the Sangguniang Panlungsod (SP) through a resolution addressed to DPWH Secretary Mark A. Villar, through 4th District Congressman Christopher De Venecia.

Councilor Alvin T. Coquia, chairman of committee on Public Works and Infrastructure, cited the recommendations and findings of the City Engineering Office (CEO), City Disaster Risk Reduction and Management Council (CDRRMC) and the Public Alert and Response Management Center (PARMC) in asking for these infrastructure projects.

Among their observations about causes of flooding in the city include: the flood water which passes through a new channel and shortens the distance and travel of flood waters to Dagupan; the erosion of dikes in the new channel thus spilling the water to the city; the overflowing water from the Marusay River which passes through the open fields of Barangay Banaoang, Calasiao and eventually flow to the city; and the open box culvert on the De Venecia highway intended to channel water from the open fields of Banaong, Calasiao to the river which causes the flooding of seven barangays in the city.

The seven barangays affected by this flooding are Lasip Chico, Lasip Grande, Malued, Pogo Grande, Pogo Chico, Tapuac and Lucao. “This is affecting 38,377 families in these barangays,” said Coquia.

Through Rep. De Venecia, the city expressed hope that Secretary Villar will immediately act on the city’s request. (JCB_C IO
