City’s minority councilors OK lottery games

SESSION WITHOUT MAJORITY MEMBERS

WITH only four Dagupan City councilors, all members of the minority, physically present during the regular session of the Sangguniang Panlungsod last week, they approved a resolution that gave the go-signal to an e-company to operate “Peryahan” in Dagupan,

Passed was Draft Resolution No R. 5396 jointly authored by Councilors Luis Samson Jr., Nicanor Aquino and Guillermo Vallejos, all members of the minority, “interposing no objection” to the establishment and operation of Perhayan during the regular session held last Oct. 10 presided by Minority Floor Leader Councilor Redford Erfe Mejia.

Specifically, Draft Resolution No. R-5396 interposed no objection to the establishment, operation and maintenance of lottery games commonly called “Peryahan” under the auspices of the Philippine Charity Sweepstakes Office (PCSO) by the company Global Tech in ‘Barangay Careenan’. (Careenan is only a street leading to the city cemetery in Barangay Poblacion Oeste).

The resolution stated that Global Tech, with address at Sun Plaza Building, 1507 Princetown Street, corner Shaw Boulevard in Mandaluyong City, has earlier expressed its intent to establish, operate and maintain a lottery game called “Peryahan” in Barangay Careenan.

Councilors Jose Netu Tamayo, Alvin Coquia, Dennis Canto and Marvin Fabia were out of the country as they are among the official city delegation headed by Mayor Belen T. Fernandez that enplaned to the US for the visit to Milpitas City and are not expected to return until October 19.

Other councilors in the majority who were out of town on official business were Councilors Maybelyn Fernandez, Jeslito Seen and Marcelino Fernandez.

City Secretary Ryan Ravanzo, however, certified the presence of a quorum in that session citing one of the rules adopted by the council that councilors traveling on official business be marked as ‘present’.

With Mayor Fernandez out of the country, the acting mayor is Vice Mayor Brian Lim while the acting vice mayor is Maybelyn Fernandez

Initially found to be irregular was the absence of the draft resolution in the agenda of the Oct. 12 regular session, copies of which were circulated to the councilors few days before the session.

The draft was only inserted with the unanimous concurrence of the councilors present. towards the end of the session.

A copy of the resolution was immediately forwarded to the company Global Tech. (Leonardo Micua)
