City seeks NFA credit line

THE Sangguniang Panlungsod (SP) on Monday, October 3, has authorized Mayor Belen T. Fernandez to enter into a Memorandum of Agreement with the National Food Authority (NFA) that will grant the city a rice credit line in times of calamities.

The author, Councilor Jeslito Seen, said the credit line is needed to cushion the impact caused by monsoon rains and heavy floods on the city since it can purchase rice on credit with the NFA for the city’s relief operations once there is a declaration of a state of calamity either from the SP or of the Office of the President.

He said the sought credit line is in performance of the city government’s mandate to provide basic social services in times of calamities.

Under Republic Act 10121 otherwise known as the “Philippine Disaster Risk Reduction and Management Act of 2010”, Local Government Units are authorized to set aside from their Estimated Revenue from Regular Sources five percent (5%) for Calamity Fund inclusive of their Internal Revenue Allotment (IRA) and 20 percent for Special Development Fund.
