No loading-and-unloading rules in city soon

IN an effort to continue to improve the flow of traffic in Dagupan City, another experiment is in the offing.

The Public Order and Safety Office, headed by Carlito Ocampo, said it will propose the designation of loading and unloading areas for jeepneys and buses for specific destinations.

Ocampo said the plan is to regulate which jeepney or buses plying the city streets can load or unload in designated areas.

He said this could be done with the recent merging of the POSO and the City Action Service Team (CAST) that has since implemented three shifts starting from 6 a.m. till 9 p.m. on weekdays.

“POSO has already designated traffic enforcers at the welcome rotunda in Perez, Lucao, traffic post number 1 in Arellano and the corner of Burgos and A.B. Fernandez West.” said Ocampo.

Among the new traffic rules introduced include the no loading and unloading of passengers by bus companies outside their terminals; use of city streets as terminals by commuter buses.

“We are now apprehending drivers who violate these rules,” Ocampo said.

“This is bringing order in our traffic system. Hopefully this will work out with the cooperation of all transport jeepneys plying the city,” he added.

He said, Mayor Belen T. Fernandez has directed his office to constantly innovate and experiment on ways to solve the city’s traffic problems.

He also expects the Land Transportation Office to grant the city government’s recent request to deputize some POSO traffic enforcers to help instill discipline among motorists.

“When this happens, erring drivers will be made to pay much stiffer penalties because we will be enforcing the provisions of the national law,” said Ocampo, as he warned traffic enforcers who encourage bribes from erring motorists.

“I will arrest myself traffic enforcers reported on the take,” Ocampo warned. (With report from CIO).
