THE 1st Regional Community Defense Center (1RCDG) has been requested to train members of the Barangay Security Forces and barangay officials on disaster relief and rescue operations.

This was contained in a resolution approved on Tuesday’s regular session of the Sangguniang Panlungsod (SP) proposed by Councilor and Deputy Presiding Pro tempore Jose Netu Tamayo.

“The special basic citizen military training on disaster relief and rescue operations is in preparation for the ‘big one’ and in compliance with the Climate Change Act of 2009,” Tamayo said.

The ‘big one’ refers to the possible high-magnitude earthquake when the Valley Fault in Metro Manila moves that may affect a large part of the country.

Tamayo said that the city shall be the frontline in the formulation, planning and implementation of climate change action plans consistent with the provisions of the Local Government Code, the Framework and the National Climate Change Action Plan.

“While we already have personnel in the City Disaster Risk Reduction and Management Office, who are trained on disaster relief and rescue operations, the barangays shall be directly involved in prioritizing climate change issues and in identifying and implementing best practices and other solutions,” said Tamayo.

And in preparation for the ‘big one’ “our barangay officials and tanods have to be equipped with the necessary training and know-how in facing the challenges of the times in terms of disaster risk reduction and mitigation training for the benefit of our constituents,” said Tamayo.
