Dagupan declares state of calamity

DAGUPAN CITY – The city was placed under a state of calamity on Wednesday, August 17, by virtue of a resolution approved during a special session of the Sangguniang Panlungsod (SP) following the citywide flooding caused by the continuous heavy rains spawned by the southwest monsoon since August 12, and aggravated by high tide.

The measure declaring a state of calamity in the entire city was proposed by the office of Mayor Belen Fernandez upon consultation with the City Disaster Risk Reduction and Management Office (CDRRMO) to provide immediate relief and assistance to the flood victims

On motion of Councilor Guillermo P. Vallejos, jointly seconded by Councilors Jose Netu M. Tamayo, Alvin T. Coquia, Dennis C. Canto, Nicanor D. Aquino, Marvin V. Fabia, and Marcelino DS Fernandez, the resolution was approved during the session presided by Councilor Luis M. Samson Jr.

Mayor Fernandez had suspended classes in all levels in the city for four days from August 15 to 18.

Some 67 families, composed of 264 individuals, were evacuated to the Dagupan City People’s Astrodome under the care of the City Social Welfare and Development Office and the City Health Office.

No casualties were reported by the CDRRMO.

As of Thursday, Aug. 17, the roads in Barangays Malued and Pantal and Careenan Street in Poblacion Oeste were still impassable to all types of vehicle.

15 city barangays underwater

Prior to the declaration of sate of calamity, fifteen barangays in Dagupan City were already underwater after two days of continuous monsoon rains evidently aggravated by silted river system and high tide.

Floodwater in Barangay Malued rose to as high as four feet.

The City Disaster Risk Reduction and Management Council (CDRRMC) reported that floodwater at Sitio Fisheries reached 4 feet while Sitio Calarin, 3 feet; Sitio Claveria, one foot and Sitio Malta, 4 inches.

Three sitios of Barangay Bacayao Sur (Arenos Road, Patalan, Sitio Boquig and Sitio Tokok) also experienced three-feet deep of floodwater.

Purok 4 of Lasip Chico and Sitio Ilokano of Calmay were 2 feet deep, Sitio Careenan of Poblacion Oeste, 1.5 foot-deep; Pantal Centro and Patalan 1 foot-deep each; Sitio Patalan of Bacayao Norte, 1 foot-deep; and Lucao Interior, also 1 foot-deep, while Millora, 6 inch-deep.

Barangays that experienced minor flooding were Tapuac (Greenfields), Mayombo, Pogo Grande, Lasip Grande, Pogo Chico, Barangay I and Herrero-Perez. (JCB_CIO)
