Salary increase, 14th month pay for Capitol employees approved

Lingayen – The Sangguniang Panlalawigan (SP) on Monday, May 16, has approved the release of the mid-year bonus of Capitol employees (14th month pay) and the implementation of the first tranche salary adjustment effective on June 1 with the passage of an appropriation ordinance.

Supplemental Budget No. 2 of the province for 2016 involving total appropriations of Php77,004,899.66, which covers the budget allocation for mid-year bonus and salary adjustment, has been enacted through SP Appropriation Ordinance No. 2. The source of income came from the reversion of current and continuing appropriations.

The first tranche salary adjustment for officials and employees of the provincial government is pursuant to executive order no. 201, series of 2016 signed by President Benigno S. Aquino and local budget circular no. 108 dated February 24 while step increment for elective officials is in consonance with the Civil Service Commission – Department of Budget and Ministry (DBM) joint circular no. 1, series of 2016 dated January 27.

The mid-year bonus or 14th month pay is equivalent to the non-taxable one month salary of provincial government workers with plantilla positions (permanent).

DBM’s budget circular dated April 28, 2016 states that a personnel entitled to mid-year bonus must at least have a ‘satisfactory performance’ rating in the immediately preceding rating period.

Meanwhile, contractual and job order employees and consultants in the provincial government will receive Php4,000 financial assistance, following the passage of provincial resolution no. 238-2016 which authorizes the grant of said assistance.

The local government code of 1991 provides that the SP has the power to determine the positions and salaries, wages, allowance, and other emoluments and benefits of employees of the provincial government.

“The provincial government and its officials find it meritorious to reward also, as a token of their dedicated service, all job order and contractual employees and consultants for their unprecedented efforts and assistance in making Pangasinan always number one in terms of public and civil service,” the resolution reads.

Aside from the appropriation for the salary adjustment and 14th month pay for Capitol employees, the supplemental budget of the province also covers augmentation to existing appropriations in the annual budget for the operation of various offices and hospitals. /Mark Gerry Naval Oblanca
