Newly reconstituted BAC invites more suppliers and contractors

DAGUPAN City’s Bids and Awards Committee (BAC) is inviting more suppliers and contractors to apply for accreditation in the city after Mayor Belen T. Fernandez appointed City Administrator Farah Marie G. Decano as chairman of the newly reconstituted BAC.

The invitation is in compliance with Republic Act 9184 otherwise known as the “Government Procurement Reform Act” and its Implementing Rules and Regulations which prescribe the necessary procedures for the modernization, standardization and regulation of procurement activities of the government.

Decano succeeded City Planning and Development Officer Engineer Romeo Rosario as chairman of the BAC after the latter retired from government service last January.

The creation of the BAC is mandated by the same law in all branches, agencies, departments, bureaus, offices or instrumentalities of government including government-owned and/or controlled corporations, government financial institutions, state universities and colleges and local government units.

The other members of the newly reconstituted BAC are General Service Officer (GSO) Engineer Melchor Guiang, City Budget Officer Luz De Guzman, Engineer Josephine Corpuz of the City Engineering’s Office, and City Legal Officer George Mejia.

Mayor Fernandez also appointed Engineer Athena Arenas of the City Engineering’s Office as BAC Secretariat chairperson along with Rosie Macaranas and Steely Raga of the City Treasurer’s Office; Jocelyn Siapno, Manolita De Venecia and Executive Assistant IV Jocelyn C. Ibaan of the City Mayor’s Office as members.

She also designated Engineer Roland Suni as chairman of the Technical Working Group in the absence of City Engineer Virginia Rosario until March 15 by virtue of Executive Order No. 1, 2016.

The other members are Melchor Owen Tan, Executive Assistant III of the City Mayor’s Office and Marieta Hortaleza of the City Budget Office.

Decano said all interested suppliers and contractors can apply at the city treasurer’s office and look for Rosie Macaranas for assistance and guidance. (CIO)
