WITH CITY HALL’S HELP

THE Bureau of Jail Management and Penology (BJMP) in Dagupan City conducts regular siphoning and plants seedlings in their area in response to the recommendations made by the City Environment and Natural Resources Office (CENRO) November last year.

Atty. Kenneth Bid-ing, jail warden of BJMP Dagupan said, with the assistance of the city government, a regular siphoning of the facility’s septic tank is done to address the leakage of water wastes to the beach.

He added they already separated the waterways of the bathroom from the toilet bowl. This way “the septic tank can hold more and it will not immediately be filled while the water waste from the bathroom and lavatories will go outside where we planted seedlings for its fast absorption and filtration before it even reach the sea”, said Bid-ing.

The jail is charged P5,000 for every truck filled with wastes siphoned from the septic tank. “For every schedule of siphoning, the truck returns at least five times, that costs us Php 25, 000, but thanks to the help of the city government”, said Bid- ing.

He said they already requested additional seedlings to be planted in the same area from CENRO.

Furthermore, BJMP Dagupan also requested funds from their national agency for the construction of a new septic tank that will be situated in the front area of the facility.

“We made an urgent request to BJMP national and we are just waiting for their response, hopefully it will not be affected by the upcoming election, as we see this as the long- term solution to this problem’, said Bid-ing.

He admitted they have been requesting for the expansion of the facility itself due to the overpopulation in the city jail but it has not been approved.

BJMP Dagupan has a maximum capacity of 250 inmates but to date, there are already almost 1, 000 inmates aside from the employees.

“We are doing every possible way to address the problem, in fact, we initiated the CENRO’s assistance on the matter”, said Bid-ing. (Hilda Austria)
