GATE earns standing ovation during Employees’ Awards

Lingayen- – -The annual tribute to all provincial government employees has turned into a moment of thanksgiving and appreciation for Gov. Amado T. Espino, Jr., who was given a resounding applause and standing ovation, after he delivered his seemingly farewell speech before the provincial workforce during the 5th Employees’ Awards and Recognition ceremony held last January 22 at the Sison Auditorium.

The Governor thanked and commended not only the awardees but all employees, as well, for all their hard work and sacrifices over the past eight and a half years which led to the various awards and citations earned by the provincial government in different fields of endeavor.

In his speech, the Governor disclosed that all feats earned by his administration is a product of teamwork between the highest and the lowest rank of employees.

In recollection, Gov. Espino said he has tried his best to transform the provincial government workforce into a respectable institution wherein excellence became the “battlecry” of performance.

In connection with this, the Governor’s Award for Service Excellence for office and hospital category was bagged this year by the Provincial Employment Services Office (PESO) and the Bolinao Community Hospital, respectively. PESO head Alex Ferrer was cited as the Best Performing Office Chief while Dr. Vivian A. Villar-Espino was named Best Performing Hospital Chief.

It can be recalled that PESO has been a national hall of fame awardee as the country’s best employment service office by the Department of Labor and Employment.

Looking back, Gov. Espino said he has seen how all provincial government hospitals transformed and evolved from non-performing entities into service-oriented facilities. He also commended all offices that managed to penetrate the national level in terms of awards and citation.

“I always believe that human resources can never be replaced with any other resources,” thus said the Governor as he added that work performance of those at the lowest ranks will reflect and contribute to those at the highest position.

For this year, the Innovative Program Award was given to the Provincial Health Office for its project on Integrated TB and other Infectious Diseases Caravan and the Provincial Agriculture Office for the Accelerated Rice Seed Production and Distribution in Pangasinan which benefitted thousands of marginalized farmers throughout the province.

Other employees, offices and hospitals were also awarded the following: Best Performing Hospital (Category A & B); Program Management Award (office and hospital category); Best Performing Offices as determined by the number of employees; Good Housekeeping Award; People’s Choice Award; Health and Wellness Best Focal Person and Leadership Award and Longevity Award.

On the other hand, the Civil Service Commission (CSC) also awarded the Governor a plaque of appreciation for his strong commitment and support to all programs and projects that would enhance the capability of all employees.

Joining the Governor in distributing the awards were Vice Gov. Jose Ferdinand Z. Calimlim, Jr. Board Member Raul Sison, DILG Provincial Director Reggie Colisao, CSC Region I Program Director Rogelio del Rosario, CSC Field Office chief Rommel Rivera, all department heads and chiefs of hospitals.

Aside from plaques and certificates, all awardees have each received corresponding cash incentives which varies from P3,000 to as high as P30,000. (Ruby R. Bernardino)
