IN ANTICIPATION OF REENACTED BUDGET

ANTICIPATING the continued inaction of the Sangguniang Panlungsod (SP) on the 2016 annual budget, the Dagupan City government is bracing itself to begin operating on a reenacted budget.

Mayor Belen T. Fernandez held a year-end meeting with all department heads on December 28 and briefed them on priorities in case the SP fails to pass the 2016 annual budget of P768 million this month.

She advised the department heads to rely on 2015 Project Procurement Management Plan (PPMP) initially.

The proposed 2016 annual budget of P768 million is P77 higher than the 2015 annual budget of P691 million.

Nonetheless, the mayor still expressed confidence that the SP will pass the proposed annual budget to prevent the city government suffer from financial shortage to fund scheduled development projects.

“I have faith on the wisdom of the SP that it will eventually approve our city’s 2016 budget since this will redound to the benefit of our city and people,” Ms. Fernandez said.

She warned of dire consequences if the city continues to operate on a reenacted budget, including delay in the delivery of services like the implementation of infrastructure projects and the salary standardization for regular employees, and the sudden unemployment of job order employees.

She also cited the possible loss of the city’s good financial housekeeping and the Performance Challenge Fund (PCF) of P5 million that go with it.

She reminded the department heads that to utilize the PPMP, an appropriation will be required before a request form for procurement of goods and services is charged from their PPMP and for department heads will have to attach a proposal or budgetary requirements duly approved by the mayor.

They must also submit an accomplished purchase request before the City Budget Office to certify to the availability of appropriation duly signed by the Budget Officer then submitted to the Bids and Awards Committee (BAC) for the process. (CIO/JCB)
