Robredo bats for ‘people empowerment’

LINGAYEN — Our governance will be more efficient if our people are involved in the planning and implementation of programs.

This was echoed by Camarines Sur representative Leni Robredo, Liberal Party vice presidential candidate, during a dialogue with barangay officials and civil society members, and later with TODA members, in Pangasinan held at the Narciso Ramos Sports and Civic Center gymnasium on November 11.

Robredo said she wants to replicate the governance initiated by her late husband and former Interior and Local Government secretary, Jessie Robredo, who turned the system from a critical to a collaborative one, in the whole country.

She remarked, “Kung bawat tao ini-isip na parte sya ng solusyon, mas magiging mahusay ‘yong governance.”

Robredo said the Bottom-Up Budgeting (BUB) was one of the best practices of Naga City which was implemented nationwide by her husband Jesse Robredo when he was still the mayor of Naga and which he introduced to the whole nation when he was already the DILG secretary.   

She said bringing the BUB to the barangays is very crucial for the attainment of inclusive growth because the government has so many programs and projects that are normally centered in the urban areas, like Metro Manila.

Ms. Robredo announced that the Department of Budget and Management already approved her proposal that the BUB in barangays will be implemented through the Local Poverty Reduction Action Team to be composed of representatives from the government and the civil society.

Other programs initiated in Naga City that she would like duplicated in the country include the full disclosure policy, citizen’s charter, people participation in the preparation of budget bill- all of which aim at empowering people.
