THE Comelec is set to implement its “No bio, no boto” – or no biometrics, no vote in 2016 elections as embodied under Republic Act No. 10367.

In Pangasinan, 65,678 are without biometrics and, therefore, cannot vote, but nonetheless it still lists the highest number of voters in Region 1 with complete biometrics data with 1, 636,894.

This was bared by Lawyer Reddy Balarbar, assistant regional director of the Commission on Elections in Region 1, who furnished The PUNCH a copy of the report submitted by Regional Election Director Noli Pipo.

All told, about 104,861 voters in Region will not be able to vote in the May 9, 2016.

The number of remaining registered voters without biometrics data in the other provinces are La Union (13,139), Ilocos Sur (8,280) and Ilocos Norte (17,764) resulting in net validated voters in the other provinces as: La Union with 435,438, Ilocos Sur with 394, 215 and Ilocos Norte with 362,935.

Balarbar said Comelecc continues to validate the number without biometrics as some of them might already be dead, or went abroad either temporarily or permanently or have transferred to another locality.

“Laziness and indifference are main reasons why they didn’t bother to register their biometrics despite the long period provided them to do so,” Balarbar added. (Tita Roces)
