Roxas hails Espino for Pangasinan’s 2015 SGLG

LINGAYEN – Before resigning his post as Local Government and Interior Secretary,  Mr. Mar Roxas confirmed the awarding of 2015 Seal of Good Local Governance (SGLG) to the provincial government of Pangasinan headed by Governor Amado T. Espino, Jr.

In a letter to the governor, Mr. Roxas said the provincial government met all the criteria of the core components of the SGLG, namely: good financial housekeeping, social protection and disaster preparedness. The province of Pangasinan has also accomplished the requirement of the “essential components” of the seal: business-friendliness and competitiveness, environment management, and peace and order.

The governor was also informed of the provincial government’s privilege to secure the Good Financial Housekeeping (GFH) certification for loan purposes and the opportunity to avail of other national programs like Bottom-Up Budgeting and the SALINTUBIG which is subject to specific program guidelines.

SGLG is an upgraded version of the Seal of Good Housekeeping (SGH) introduced during the term of the late Interior and Local Government Secretary Jesse Robredo to include other performance indicators.

According to DILG Provincial Director Reggie Colisao, the assessment for 2015 SGLG was based on the performance of the province in all aspects of governance in 2014.

For bagging the 2015 SGLG, Pangasinan will have access to this year’s cash incentive of P7 million from the Performance Challenge Fund (PCF).

Mr. Espino thanked former DILG Secretary Roxas for conferring Pangasinan the 2015 SGLG, the third award earned by the provincial government in five years during his administration. The first was in 2011 and the second, in 2012.

In 2011, the provincial government brought home P40-million in support fund and a cash prize of P7-million.

The P40-million bonanza was used for the concreting of Manleluag road in Mangatarem and Napudot road in Balungao, and the construction of Ambunao RCDG in Calasiao. The P7-million cash incentive was used for the concreting of the 1.2-km. Bobonot-Tambobong tourism access road in Dasol town.

Also in 2011, Pangasinan was recognized by the DILG as one of the country’s top-4 performing provinces under the agency’s Local Governance Performance Management System (LGPMS) program.

LGPMS is a management and development tool that does not only enable local governments to determine their capabilities and limitations in the delivery of public services, but also provides information on the state of local governance performance and state of local development. (PIO)
