NBI warns vs. new scam by ex-‘One Dream’ recruiters

THE National Bureau of Investigation (NBI) has issued a warning on the reported presence of former recruiters of One Dream Global Marketing (ODGM) who have learned the modus, enticing people to a new company with the same marketing plan as ODGM.

Diogenes Norlo Gallang, NBI special investigator said some of the victims of ODGM have been receiving text messages from former recruiters, luring them to invest in their new company and have a chance to recover their investment with one caveat –  to withdraw their complaints against them.

ODGM’s executives, president and chief executive officer Arnel Gacer, vice presidents Jobelle De Guzman and Richard Ramos were the subjects of complaints filed before the NBI by some 22 residents of Bolinao, 16 of whom formally filed their charges for syndicated estafa last July 23.

Gallang said the cases have yet to be filed as NBI is still waiting for the copy of certificate of incorporation from the Security Exchange Commission (SEC).

He said a case for violation of Presidential Decree No. 1689 will be filed since it has a broader coverage wherein victims are general public and the penalty is life imprisonment.

It will be recalled that in the complaint affidavit by one of the victims, the complainant said sometime in June and July, Daryl Castro and Dariel Catabay residents in Barangay Germinal Bolinao, invited them to a gathering where Gacer presented the business offer.
One of the victims said: “We were asked to pay Php888 for one slot and after four days we would earn P1,300 as a pay- out window or exit. We were told we can also earn P44 per slot by recruiting people who will invest. Since we were getting the promised income I invested more up to P562, 992.”
The recruitment also happened in barangay Balintawak and Balingasay.
Gallang estimated that at least Php50 million total was invested in ODGM that did not have a permanent business address, nor permits and never issued BIR-registered official receipts.
“Now they are again enticing the people to invest in a different company although with the same scheme as that of ODGM”, said Gallang.

He warned the public to be cautious and vigilant against investment scams. (Hilda Austria)
