Mapandan veem charged for oppression

LINGAYEN– The vice mayor of Mapandan town has been charged for oppression, misconduct in office, gross negligence, dereliction of duty, and abuse of authority, for allegedly objecting to pay a private supplier.

In her complaint before the Sangguniang Panlalawigan board received last July 22, businesswoman Fe Reyes, claimed that Vice Mayor Catalino Morales, objected to release P20,719. as payment for a smoke blind.

Reyes, owner of SOFERJED Enterprises, alleged, “All documents prepared and presented to Morales were duly signed and approved by him without objection until the presentation of disbursement voucher.”

Morales allegedly did not like where the smoke blind was installed. It was placed at the office of the Sangguniang Bayan Secretary.

The complaint stated, “On May 18, 2015, Vice Mayor Morales, Jr. sent a letter addressed to SB Secretary Garry Agas, directing the latter to submit this justification why the smoke blind was installed in a place seemingly not necessary and never had one before, according to him.”

Agas replied on May 26, 2015, “The mere fact that you have already signed the purchase request and the purchase order, and signed even the request for quotations signifying your okay to the quotation submitted applied for by the SOFERJED Enterprises are indicative that you have already lost your personality from questioning the propriety of payment in favor of the supplier.”

Reyes also said Agas had every reason to believe that he has the right to install the smoke blind in his office since the cost is being charged to the budget of SB Secretary’s maintenance and other operating expenditures (MOOE) office supplies expense. (Johanne Macob)
