JICA selects Pangasinan as Pilot area for GeoCloud Project

LINGAYEN – Among the 81 provinces in the entire country, the province of Pangasinan was chosen by the Japan International Cooperation Agency (JICA) to pilot the GeoCloud Integrated Geographical Information System (GIS).

This was disclosed following the arrival in the province of the representatives from JICA, Informatix Inc. and PHILINITS Foundation last August 25 at the Capitol Resort Hotel who presented the project to the department heads of the provincial government as well as to the representatives from the three LGUs – Dagupan City, and the municipalities of Lingayen and Binmaley.

Geo Cloud is a geographic information system (GIS) middleware with a new concept which has outstanding functionality and operability with quick responses.

A project grant from JICA, it is an integrated geographic information system which will mainly help in the advancement of disaster prevention in the regions.

Provincial Disaster Risk Reduction and Management Center officer Rhodyn Luchinvar O. Oro said that the provincial government is happy and proud to be selected as the pilot province for the GIS project.

Through the GIS, JICA aims to put up a software and help Pangasinan and the other recipients to improve on its data and come up with a good decision making instrument especially in times of disasters or calamities.

Oro has stressed the importance of the GIS project as he said “it will help us pinpoint the areas considered prone to disaster; including the critical infrastructure and where to find the elevation of high level areas in times of tsunami.”

This will also help us come up with a detailed hazard mapping and risk assessment based on reliable data and analysis.

Through the GIS, JICA aims to put up a software to help Pangasinan and the other recipients to improve on its data collection and distribution, and to come up with a good decision making instrument especially in times of disasters or calamities.

Oro said the project is expected to start in September while awaiting for the signing of the Memorandum of Agreement for its implementation.

The province and the three LGU project beneficiaries are advised to prepare the baseline data which will be fed into the software.

Noriki Ishibashi, a Japanese representative of the Informatix, Inc. said they will train point persons who will maintain the software after the project has been completed.

Oro said the project will run for 18 months but if they finish it earlier the better, he added. /ADV
