Disaster officers’ group boost effectiveness of local operations

THE newly organized Pangasinan Federation of Disaster Officers has proved to be a big boon to the members’ operation in times of calamities, according to Ronaldo de Guzman, city disaster risk reduction and management officer (CDRRMO) of Dagupan City.

Speaking at the KBP Forum in Dagupan City last week, De Guzman said the federation became a vehicle for regular exchange and transmittal of information and sharing use of technology for effective coordination among local government units in Pangasinan when disasters hit.

De Guzman cited the collaboration during the last onslaught of Typhoon “Ineng”, which was followed by days of monsoon rains. He said his office was getting a regular update on the water elevation of the Sinocalan River from his counterpart in Sta. Barbara town that uses the flood gauge in Sta. Barbara, information that was of vital importance to Dagupan City.

He said while the clearing operations of the Marusay River in Calasiao was going on, his counterpart in Calasiao was constantly updating him on the progress through his cellular phone so officials in Dagupan could be prepared for any eventuality.

He said the disaster officers are set to hold a forum with both the National Power Corporation (NPC) and the National Irrigation Administration (NIA) to discuss ways to improve coordination between them whenever there is spilling operations from the San Roque dam.

The recent flooding in Dagupan in the aftermath of Typhoon Ineng was due to the swelling of the Sinocalan River which is not connected to the Agno River where San Roque discharges its water from its spillway gates. (Leonardo Micua)
