CCTV FOOTAGE WENT VIRAL

A BARANGAY kagawad realized that too late that being a barangay official does not give him the right to bully and slap a security guard for frisking his father before exiting a department store.

Barangay Captain Herminigildo Rosal of Barangay 1 said Wednesday he ordered the suspension of Kagawad Marvin Gino Cruz, who is in his 20s, for 30 days without pay for conduct unbecoming of a public official for slapping security guard Peter Paul Pangan, 35.

The decision to suspend Cruz was reached during an emergency meeting of the council on Tuesday to decide on the disciplinary action against him after closed circuit television camera (CCTV) footage of the incident became viral.

Cruz, who attended the emergency meeting, said he was irked after his father complained to him that Pangan frisked him as the old Cruz was about to exit from Novo Department Store in the barangay.

Cruz proceeded to the establishment and confronted Pangan whom he slapped when the latter said nothing to explain himself.

Cruz explained that he was angered by the security guard’s action because frisking is done at the entrance, not at exit of a business establishment, and therefore, insulted his father for being suspected as a shoplifter.

The barangay council, however, unanimously approved his suspension for one month “to show to all we do not condone his acts as shown on CCTV that became viral in the internet”. The “slapping incident” was repeatedly aired on local television networks here for three days since the incident was reported.

Rosal said when they reviewed the CCTV footage, it already had more than 150,000 views.

Rosal said while Cruz did not oppose the disciplinary action issued against him, he said the security guard should also admit his wrongdoing and apologize to the elder Cruz. (Tita Roces)
