Capitol lifts CDO over excavation in Sison

SISON–All’s well that ends well between the municipal government of Sison and the provincial government when the latter agreed to lift a cease and desist order (CDO) it issued over an unauthorized excavation of a provincial road in that town by the former.

This agreement was reached after a dialogue conducted in Sison town on July 1 attended by Sison Mayor Mina Pangasinan and members of the municipal council, Provincial Legal Officer Geraldine Baniqued and Fifth District Provincial Board Member Danilo Uy.

The excavation of the provincial road by the municipality of Sison without permission prompted the provincial government to issue a CDO on the project last May 21.

Provincial Legal Officer Baniqued said she issued the CDO on order of Gov. Amado Espino Jr. because the did not receive a formal communication before the excavation started.

The Provincial Engineering Office only received a letter requesting permission on May 19 after it had already started the excavation on May 12. Mayor Pangasinan, clarified that the Local Government Unit (LGU) of Sison claimed it wrote a letter seeking permit to the excavation of a provincial road much earlier.

Baniqued explained the road being excavated by the municipality is under the jurisdiction of the province and may not be touched by any other government agency or entity without its consent even if the same is located in Poblacion Centro of Sison.

The excavation by Sison government was done to level it with the still unfinished satellite market (talipapa)which was built reportedly eight feet below the existing ground level.

The construction of the satellite market started way back in 2007 and funded by the Priority Development Fund (PDAF) of then Congressman Mark Cojuangco but was left unfinished after he bowed out from office.

However, it was never continued by his wife Kimi, who succeeded him as congressman in 2010 and in 2013 for a second term.

In an interview, Mayor Pangasinan said they intend to make the satellite market as the permanent market as the old market along the national highway did not work out.

Sison is a third class town in Pangasinan and to this day, it has no market of its own.
Baniqued cited some conditions for the lifting the CDO and among these are the restoration of the streetlights in the area, the drainage and driveway of homeowners that were destroyed.

Mayor Pangasinan said the municipality will abide by these conditions. (Leonardo Micua)
