58 ready classrooms in city still unutilized

IN spite of the looming shortage of classrooms for the K-12 system in Dagupan City, the 58 classrooms built in 11 schools in Dagupan under the Public Private Partnership for School Infrastructure Projects (PPP-SIP) remain unutilized because of unresolved structural integrity issues.

This was bared by Diosdado Cayabyab, program education supervisor of the Dagupan City Schools Division, who said teachers, pupils and students have been advised not to use vacant classrooms until an occupancy permit has been issued.

City Engineer Virginia Rosario is standing pat on her decision not to issue the needed occupancy permit for the completed school buildings since the contractor has not submitted the building plans and soil analysis required prior to the construction. No building permit was issued to the contractor as well.

She stopped the construction of two remaining uncompleted school buildings last year following an ocular inspection she and Mayor Belen Fernandez made after they noted the substandard materials used.

Rosario observed that the materials used in these buildings were made of corrosive materials deemed uncomfortable in coastal areas like Dagupan. Teachers also complained about the room temperature inside the classrooms.

It was learned that the contractor submitted some but not all of the requirements were submitted.

The classrooms were built in Bolosan, Bonuan Boquig, Bonuan Binloc, Carael, Malued, Pugaro, Sabangan, Tapuac, Judge Jose R. de Venecia Memorial National High School and Dagupan City National High School.

Except those programmed in Sabangan and Malued, the rest of school buildings have been completed.

Speaking at the KBP Forum last week, Cayabyab said the decision of DepEd on these use of the classrooms is still being awaited. (Leonardo Micua)
