Nothing certain, too, for P/Sr. Supt. Saltat

OIC’S DILEMMA

LINGAYEN—When P/Sr. Superintendent Rolly Saltat, newly designated officer in charge at the Pangasinan Provincial Police Office, said “I don’t know how long I am going to stay here,” he was merely being realistic.

But if given a chance to stay longer, he said it would give him a chance to help the provincial government attain its objectives for the improvement of the peace and order in the province.

Urdanetan Saltat, replaced Senior Supt. Belli Tamayo, from Calasiao town, who only spent three weeks in office, the shortest stint ever for a police provincial OIC.

He admitted he was one of the five officers who applied for the post and any one of them could be chosen as permanent provincial directors.

Unfortunately for him, however, the personal choice of Gov. Espino is Senior Supt. Romeo Caramat, former chief of police of Dagupan who is presently assigned in the Cordillera.

But Saltat said that while in Pangasinan, he will do his best to implement his “1-2-3 Punch” strategy to keep the peace in the province.

He said he already outlined this program to Governor Amado Espino Jr. during his courtesy call.

The Sangguniang Panlalawigan (SP), however, does not appear keen on inviting Saltat after a frustrating experience of listening to Saltat’s predecessor Tamayo, only to be recalled back to Police Regional Office 1 a few days later.

Saltat, said under his “1-2-3 Punch,” the police must ensure the protection of families from crimes and from illegal drugs and must stamp out misfits in police uniform.

In protecting the families from crimes, police stations must arrest wanted persons and criminals, conduct check points through “Operation Sita” and implement search warrants against criminals and those owning unlicensed or loose firearms.

“We cannot eradicate crimes, we can only lessen their number,” he intoned as he commended the Dagupan police for its splendid performance not only against illegal drugs but also on wanted persons.

The Dagupan police recently arrested persons to be guns-for-hire, including their supposed mastermind.

In addition, the police must focus on the prevention of murder, homicide, physical injuries, theft and cattle rustling.

In the campaign against illegal drugs, police stations have been directed to identify every drug personality in their areas of operations, and have been ordered to neutralize 10 drug personalities per month. “As you can see, the number of drug personalities being arrested now keep on increasing,” he added.

In the campaign against misfits in the police service, they have intensified not only proficiency trainings but imbibed value formation among policemen “so they will stay in the righteous path and avoid becoming bad eggs.”

“So far we have sent many policemen to jail, charged them and dismissed them from the service for not being worthy of their uniform,” he said.
