THE LAST OF THE ILLEGAL FISH PENS

THE remaining illegal fish pens in Dagupan’s rivers will go by June 15.

Dagupan City Mayor Belen Fernandez echoed the earlier announcement of City Agriculturist Emma Molina that June 15 is the final deadline and said she expects the pen owners to abide by their promise that they will voluntarily dismantle their pens themselves.

Ms. Fernandez ordered the city’s Task Force Bantay Ilog to immediately demolish any pen whose owner is again caught restocking and the cost of the demolition will be charged to the owner.

She also warned members of the Task Force Bantay Ilog that anyone who conspires with the illegal pen owners in further extending the latter’s operations will be charged administratively.

The dismantling of the pens by both owners and the task force reportedly continues on a daily basis.

The mayor has submitted a proposed ordinance to the Sangguniang Panlungsod (SP) that seeks to ban all illegal fish pens in any waterway in Dagupan but will allow the construction of fish traps, oyster rafts and fish cages which are contraptions that do not pollute the water but under certain regulations specified in the ordinance.

But all these must pay their Aquaculture Lease Agreement (ALA) to the city.

Last month, Molina’s office was under fire from a group of fishpond owners whom they accused of protecting illegal fish pens despite an earlier order of the mayor that all fish pens should be demolished. (Leonardo Micua)
