Dagupan posts BUB projects at city hall

TRANSPARENCY IN GOVERNANCE

“THIS is where your taxes are spent” used to be a familiar sign one reads in a project site posted randomly by local government officials.

In Dagupan City, Mayor Belen T. Fernandez took her transparency policy in governance a step further.

She had a huge tarpaulin prepared that listed all the approved Bottom-up Budgeting (BUB) projects in Dagupan and posted it in front of the city hall last week for the public to see.

The BUB program is Aquino administration’s approach to local development for a more transparent, accountable and participative governance. It engages local communities, civil society organizations (CSOs) and other stakeholders to work with city and municipal governments in proposing projects to be included in the National Budget.

From 2014-2015, Dagupan City received P29.5 million in project funds under the BUB. Among these were the One Town One Product: Bangus branding; culture of high value fish species in the city’s river system particularly in the barangays of Carael, Pantal, Pugaro, Calmay, Bonuan Gueset and Lomboy; aquasilviculture in barangay Bolosan, Mamalingling, and Tambac; floating oyster raft technology in Salapingao;

Backyard swine raising in Lucao and Bonuan Binloc; provision of five units of shallow tube well for high value crop production in barangay Mangin, Tebeng, Lucao, Salisay and Malued; organic vegetable production in community gardens in Tebeng, Salisay, Lucao, Pogo Grande and Bonuan Boquig;

Tech-Voc training, community based training capacity building and spiritual enhancement program; innovative programs to promote access to education; core shelter assistance program for 30 households in Bonuan Binloc; and acquisition of motorized fishing boats and fishing gears for small fisherfolks in barangay Pugaro, Salapingao, Bonuan Gueset and Bonuan Binloc.

In 2015, the BUB funded projects in the city are the construction of an evacuation center in Barangay Salapingao; core local roads project in barangay Herrero-Perez, Calmay and Tambac; and skills training with purchase of tools and equipment for Project B.E.L.E.N.

The city’s counterpart in these projects totaled P9,500,400.00.

The mayor, joined by Department of Interior and Local Government Provincial Director Reggie Colisao and City Director Rhoderick M. Dawis, unveiled the BUB listing in a simple ceremony last week, in the presence of Association of Barangay Captains (ABC) President Marcelino Fernandez, City Social Welfare and Development (CSWD) Officer-In-Charge Leah T. Aquino, City Agriculture Officer Emma J. Molina and members of the different faith-based organizations. (With CIO report)
