DAGUPAN City Councilor Jeslito Seen was one of only two Pangasinenses from among 100 who graduated from the pioneering Philippine Councilors League-Legislative Academy (PCL-LA) for a doctorate degree in public administration at the LNU.

The other Pangasinense is Councilor Margielou Orange Humilde of Alaminos City.

They received their diploma on March 15 in a ceremony at the Salvador Duque Fieldhouse inside LNU campus.

HUMILDE

Seen is now encouraging his colleagues in the Sangguniang Panlungsod, and even barangay officials to take up tertiary and masteral courses under the PCL-LCA at LNU.

He is chapter President of the Philippine Councilor’s League of Dagupan.
