THE role of Local Government Units (LGUs) in the implementation of the Senior High School (SHS) program set to start next year under the K to 12 is very crucial.

“We are lucky that Mayor Belen Fernandez is very hands-on in dealing with the problems of our schools that will be offering the senior high school program next year,” said Imelda Gonzales, president of the Federated Parents Teachers Association (PTA) of Dagupan following a National Senior High School (SHS) Summit sponsored by the Department of Education and the Australian Agency for International Development (AUSAID) at Diamond Hotel in Manila May 5 to 6.

She said Mayor Fernandez, noting that Dagupan needs 139 classrooms for the upcoming senior high school students, set aside P12 million from the city budget to be used in construction nine-room three-storey building of the Dagupan City National High School (DCNHS).

There are six public high schools in Dagupan that will implement the SHS program: the DCNHS, Judge Jose de Venecia High School, East Central Integrated School, Carael National High School, Federico Ceralde Integrated School and Pugaro Integrated School.

The mayor had also written to several companies asking for donations of school buildings as part of their social responsibility and the Security Bank Foundation quickly responded. The SB Foundation signed a memorandum agreement committing eight more classrooms for DCNHS.

The Philippine Amusement and Gaming Corporation (PAGCOR) also committed to bankroll the construction of another 24 school buildings on its own, while DepEd, will build another 42 classrooms.

With the commitment of donors to build 83 classrooms, only 56 more classrooms need to be built to complete the 139-classroom requirement in the city.

Secretary Armin Luistro pledged that DepEd will put up the rest of the classrooms in addition to the 42 classrooms earlier promised by DepEd if there are no more donors.

“This means that if we will really do it, we can do it,” said Gonzales who believes that Mayor Fernandez is the most vital cog in implementing the SHS.

Fernandez was named by the League of Cities of the Philippines headed by Quezon City Mayor Herbert Bautista as focal person nationwide in the implementation of the SHS program. (CIO)
