Dagupan council Oks P65.3 M supplemental budget

THE city council finally passed the P65.3 million supplemental proposed by Mayor Belen Fernandez during a special session on Wednesday attended by eight councilors.

In passing the supplemental budget, Councilor Jose Netu Tamayo noted the reported P53.6 million surplus registered by the city in 2014.

Mr. Tamayo described the surplus as something extraordinary” and easily justified the source for the supplemental budget. The rest of the fund was sourced from reversion of personnel savings and unspent appropriations from various expense accounts.

He also cited the minority’s acknowledgment that the surplus “is something worth praising.” However, Minority leader, Councilor Red Erfe Mejia, was on official business when the measure was passed.

The proposed supplemental budget including the supplemental annual investment plan approved by the City Development Council (CDC) was proposed by Councilor Jeslito Seen and co-sponsored by Tamayo.

The supplemental budget will fund the construction of three-storey, nine classrooms for the senior high school students of the Dagupan City National High School (DCNHS), construction of the Multi-Functional Covered Court Gymnasium at DCNHS, purchase of coaster, two units of motor vehicles, four units of motorcycles and ten “gariongs”and upgrading of their pavement with drainage system at DCNHS.

Other items to be covered are costs of equipment for the GEO Tagging Project, purchase of pay loader, electrical materials for the covered courts at East Central, Bonuan Gueset and Bonuan Boquig Elementary Schools, purchase of 1,000 pieces of monoblock chairs; elevation of barangay roads and drainage system of Puelay, Caranglaan, repair and maintenance of various barangay and city roads and drainage system, repair and maintenance of the Dagupan City People’s Astrodome, installation of racing lanes and various electrical materials for the Dagupan Poolside, construction of a 4-storey evacuation center in Barangay Salapingao, P1.7 million, Cultural Heritage Commission Program, additional outlay for other Professional Services of the Sangguniang Panlungsod, Capital Investment for Product Center and various barangay projects in Bonuan Boquig, Mamalingling, Mangin, Tambac, Calmay, and Pantal.

It also will cover additional allowances and bounses for city hall officials and employees, training expenses, documentary stamps and taxes for unredeemed properties, support for cultural, health and sanitation, women and senior citizen projects. (Leonardo Micua)
