SP seeks 1 more public hearing on revised CLUP

THOUGH the Sangguniang Panlungsod (SP) set another public hearing on a still undetermined day on the revised Comprehensive Land Use Plan (CLUP), the draft of the same will nevertheless be submitted for review by the Regional Land Use Council (RLUC) when it meets on May 22 in Baguio City.

This was bared by Director Teresita Galacgac who appeared at the third public hearing conducted by the SP on April 15 and asked that the minutes of the three public hearings be attached to the revised plan.

The fourth public hearing by the SP was sought by Councilor Redford Erfe Mejia, minority floor leader, who asked that the barangay captains be invited to find out if they agree to the revised CLUP that sets the additional growth areas of Pantal-Lucao, Bonuan area and Caranglaan-Tebeng.

Mayor Belen Fernandez, who expressed confidence that the barangay captains will endorse the revised CLUP to make Dagupan more competitive with the rest of cities in Pangasinan, Ilocos Region and the rest of the Philippines, said she welcomes the request of Mr. Erfe-Mejia.

Councilor Alfie Fernandez, chair of the committee on laws and ordinances and of land use of the city council, said the date of the last and final public hearing of the CLUP has been set on April 21, SP’s next regular session of the SP.

Mr. Fernandez said based on the statement of HLURB Director Galacgac, once reviewed by RLUC, the revised CLUP will be returned to the city for final refinement, incorporating the recommendation of the RLUC prior to its final approval.

After approval, the revised CLUP will be returned to HULRB regional office which in turn will forward the same to the National Economic and Development Authority (NEDA) for its approval.

City Planning and Development Coordinator Romeo Rosario, proponent of the revised CLUP, said though the SP called for another public hearing, he is confident that it will pass in the city council.

In the last public hearing, an official from the Department of Agrarian Reform (DAR), reiterated his previous statement that no land in the city is covered by the Comprehensive Agrarian Reform Program, and, therefore, there is no more legal impediment for the SP to adopt the proposed revised CLUP, City Legal Officer George Mejia said.

Other SP members who joined Mr. Fernandez in the public hearings were Councilor Alvin Coquia and Marvin Fabia. (Leonardo Micua)
