Approval of revised Dagupan CLUP seen

THE Sangguniang Panlungsod (SP) scheduled one final hearing before it will enact the city’s revised Comprehensive Land Use Plan (CLUP) for 2015 to 2025.

This was bared by Councilor Alfie Fernandez, chairman on laws and ordinances and on land use, who set the third and final public hearing on April 15 this year.

His committees also await the certifications from the Department of Agriculture (DA), the Department of Environment and Natural Resources (DENR) and the Housing and Land Use Regulatory Board (HLURB) that lands can be classified as to their uses.

Last week, a representative of the Department of Agrarian Reform (DAR) has certified that there is no agrarian reform community in Dagupan, to indicate that no land in the city is covered by agrarian reform.

City Legal Officer George Mejia explained that reclassification lies in the hands of the Sanggunian. On the other hand, conversion is an option that can be taken by the property owners.

Proponent of the revised CLUP is the City Planning and Development Coordinator Romeo Rosario but curiously, the lone oppositor to the plan is Teddy Villamil, cooperative development officer, who is detailed to his office.

Villamil said the present CLUP in 2003 was the product of long discussions that involved experts on urban planning from the University of the Philippines. In contrast, he noted that the revised version is prepared by only few people.

In reaction, Rosario chided Villamil for “sleeping too long in his office” that he was no longer aware what he (Rosario) and the other personnel have been doing, consultation with various stakeholders in Dagupan, in connection with the revised CLUP.

This, he said, took off from the earlier studies on CLUP, including the inputs gathered by the European Union-funded study on CAMADA (Calasiao-Mangaldan-Dagupan), and new concerns of local stakeholders who stressed the need to expand the central business district.

Rosario said that the revised CLUP has been a product of long periods of consultation with the different sectors of the society in Dagupan which started since the start of the administration of Mayor Belen Fernandez.

Salient features is the creation of additional growth areas along the Lucao- Pantal, Bonuan area and the Tebeng-Caranglaan area which can bring about an expanded Central Business District.

Other city councilors who joined Fernandez in conducting the public hearing were Jose Netu Tamayo, Jeslito Seen, Alvin Coquia, Marvin Fabia, Lino Fernandez and Redford Erfe Mejia. (Leonardo Micua)
