Praiseworthy initiative

THE Dagupan City government outdid expectations of the city populace anew when it convinced the Dagupan Doctors Villaflor Memorial Hospital (DDVMH) to do what was unthinkable – to adopt the “No billing” policy of government by partnering with the city government and PhilHealth.

As the PhilHealth official said during the signing of the memorandum of agreement between DDVMH and the city government, “This is the first not only in the region but also in the entire country where a local government and a private hospital forged a partnership of this kind.”

Because of the added administrative burden by the “No billing” policy for indigent patients, this has been imposed only on government hospitals. This breakthrough, therefore, in unique partnership between a local government and the private sector is a testament to the vision of the Fernandez administration and the Villaflor family, one of the pioneers in medical practice in the city’s post-war history.

It is hoped that this unprecedented partnership will signal to both local government units and the hospital-medical care sector in the country that opportunities to serve the populace are boundless where vision, commitment and dedication to public service are compatible with social corporate responsibilities of institutions in the private sector.

We join the Dagupeños in thanking the Fernandez administration and the Villaflor family of doctors for this praiseworthy initiative.

Scathing rebuke

FORMER President Ramos said President Aquino does not sound presidential anymore.  According to him, Mr. Aquino has lost the “high standard of behavior,” adding that P-Noy’s advisers are failures in their job of helping the President see the light.

Said Mr. Ramos:  “We are on board one ship and therefore our lives, including those of our families and the unborn, depend on this man called the President and as such, he has a certain high standard of behavior.”  The remark cuts like a knife.

You are the President and you get a scathing rebuke from a former President, you ought to think twice before moving on.  It is profoundly evident that with the way he spoke, Mr. Ramos is hurting himself, perhaps feeling presidential and protective of the office he once held with dignity and honor.

It’s high time that P-Noy made self-examination, if not soul-searching.  A retreat maybe, since Lent is near anyway?
