Bayambang school safe – DepEd finds

BAYAMBANG–The fears of members of the Parents Teachers Association (PTA) over the alleged instability of the newly built Bayambang Central School (BCS) in barangay Magsaysay here appear to be without basis.

A joint technical inspection conducted by engineers of fhe Department of Education (DepEd) regional and central offices along with personnel of the municipal engineering office last Feb. 5 showed that the building facilities of the new BCS have no major structural defects.

Municipal Engineer Eddie Melecorio said the result of the joint technical inspection validated the earlier findings of his office that only the concrete plaster on the  wall and ceiling had “wide cracks” but not the wall itself and therefore, the newly built BCS building is deemed safe.

Filipinas Alcantara, president of BCS Parents Teachers Association (PTA), earlier wrote DEpEd Secretary Armin Luistro asking to have the school building inspected by DepEd’s engineers after noting cracks on the walls and ceilings of classrooms of BCS used by 2,013 pupils and 56 teaching and non-teaching personnel.

Melecorio said the joint inspection jibed with his own earlier findings that the hairline cracks on the walls and ceilings covered by concrete plaster did not affect safety of the structure.

What they (PTA officials and some teachers) described as “wide cracks” vanished after the concrete plaster was removed by the teachers themselves, Melecorio said.

He said when he made his first inspection, the concrete plaster cover that bore cracks was still there.

He said the concrete plastic covering measuring from one-half to one-inch is considered standard by any engineering standard and in the case of the BCS, it was the concrete plaster covers that bore cracks which can be replaced, Melecorio said.

The BCS school building was built by businessman Willie Chua who is the private partner of the local government of Bayambang  under the Public-Private Partnership (PPP) scheme.
