Espino’s 8th SOPA, February 16, before provincial board
LINGAYEN– Gov. Amado T. Espino Jr. will spell out in detail the gains made by the provincial government in 2014 when he delivers the State of the Province Address (SOPA) on February 16, at the Capitol Complex before the the Sangguniang Panlalawigan.
It will be Gov. Espino’s 8th SOPA before he completes his third and final term of office He will deliver address during the 65th regular session of the 8th SP.
Espino told newsmen on last Thursday that he will report to the people of Pangasinan what his administration has done in the areas of infrastructure, health care, livelihood, poverty reduction, agriculture, tourism, peace and order, anti-drug campaign and others
The Local Government Code of 1991 mandates the governor to brief the SP yearly on the state of the province and to present the provincial government’s programs and policies for the new calendar year.
A resolution approved by the SP last January stated that “it is imperative that the Sangguniang Panlalawigan be apprised of the governor’s policies, priority development programs for the provincial government to engender further an atmosphere for an effective and closely coordinated working relationship between the provinces’ executive and legislative branches.”
A thanksgiving mass at 7am to be officiated by Msgr. Manuel S. Bravo, Vicar General of Archdiocese of Lingayen-Dagupan will precede his report.
Meanwhile, the traditional courtesy call of officials of the provincial and national government agencies on the governor and the SP at the Capitol building will be held after the SOPA.
