Dagupan SP Oks local development plans for children
IN support of the seal for child-friendly governance recently conferred on the city government by the Council for the Welfare of Children (CWC), the Dagupan City Sangguniang Panlungsod approved a Dagupan City Local Development Plan for Children for year 2014 to 2016.
Ordinance No. 2012-2015 states that “children, being one of the main units of the society, need a comprehensive workable plan in order to adequately respond to the needs of the children to effectively promote their rights and safely guarantee their development.”
Councilor Maybelyn Fernandez, also national president of the Philippine Councilors League (PCL) and author of the ordinance, said Dagupan is the first city in Region 1 and among only a few in the entire country to have adopted such an ordinance.
She said the plan encapsulates priority programs, projects and activities that comprehensively address the needs of children in all facets.
The ordinance was crafted consistent with the United Nations Convention on the Rights of the Child, of which the Philippines is one of the signatories, and by constitutional fiat, already becomes part of the law of the land.
Dagupan was also awarded as the most child-friendly city in Region 1 last year and is one of the finalists for the Presidential Award as most child-friendly City nationwide under the independent city category.
Also approved by the SP was the Dagupan City Local Investment Plan for Children as provided for in Ordinance No. 2032-2015 provides for an annual fund allocation to support the Development Plan for Children.
Councilor Fernandez said the projects include the construction and improvement of day care centers and children’s ark, the development of functional children’s center under the care of the City Social Welfare and Development Office where boys and girls in conflict with the law will be rehabilitated as productive citizens.
She noted that children in conflict with the law are still brought to either La Union or Bulacan for rehabilitation.
