GUARANTEE OF ADDED-VALUE

SOON households all over the country and abroad can be sure that the bangus they are buying is their favorite ‘Dagupan bangus’ from the Bangus Capital of the World.

By virtue of an ordinance recently passed by the city’s sanggunian panlungsod, only bangus raised in Dagupan fishponds will qualify to be tagged as ‘Dagupan Certified.’

This ordinance, Authored jointly by Councilors Jeslito Seen and Marcelino Fernandez, sets the terms and standards for the branding of its fresh bangus and other bangus byproducts from accredited Dagupan bangus growers, dealers and processors.

The ordinance was a product of Mayor Belen Fernandez’s initiative to give consumers an added-value for their purchase by setting it apart from other bangus produced elsewhere.

A Bangus Industry Development Council (BIDC) as the policy-making body, and the Bangus Industry Development Office(BIDO) will be created to formulate guidelines for the branding process and to oversee the activities of the accreditation, monitoring, branding and marketing teams.

Only the produce of bangus growers or dealers in Dagupan with Certificate of Origin issued by the Monitoring Team will be labeled at the Branding Center. Each tag or label of fresh Dagupan bangus costs fifty centavos.

Violators shall be fined administratively penalties of P4,000, P5,000 and cancellation of accreditation for the first, second and third offenses respectively. Separate criminal sanctions shall also be imposed under the ordinance.

The ordinance will institutionalize Dagupan bangus’ distinct superior quality grown from lablab, a natural fish food, grows during hot temperature in the rivers here because of the nutrients and the kind of soil in the city, a fact confirmed by Dr. Westly Rosario, chief of the Burau of Fisheries and Aquatic Resources (BFAR) in this city and interim executive director of the National Integrated Fisheries Technology Development Center (NIFTDC).
