SP’s action on 12 resolutions 18 draft ordinances urged

THE Dagupan City Hall listed eight proposed ordinances and 12 proposed resolutions to the sanggunian panlungsod (SP) during the third quarter of last year.

These proposals remain pending and unacted upon to date, one of which is the 2015 annual budget.

According to City Administrator Farah Decano, the other submitted proposals needing urgent legislative action are:

  • Draft ordinance approving the City’s Annual Investment Plan (AIP), the Gender and Development Plan and Disaster Risk Reduction and Management Plan, which are all components of the still unapproved annual budget.
  • Proposed ordinance establishing the Comprehensive Land Use Plan (CLUP) of Dagupan from 2015 to 20125.
  • A proposed resolution authorizing Mayor Fernandez to look for a lot along the Pantal-Lucao Highway and negotiate for the purchase of the latter for the relocation of the city hall.
  • A proposed resolution authorizing Mayor Fernandez to negotiate with a reputable bank or financial institution for the acquisition of a loan for the purpose of constructing a new city hall along the Pantal-Lucao Highway.
  • A proposed ordinance authorizing Mayor Fernandez to look for a lot and negotiate the purchase of the same for the housing project of city hall employees.
  • A proposed ordinance providing measures for the operation and management of the Island Tours and authorizing it to collect fees.
  • A proposed ordinance authorizing Mayor Fernandez to negotiate, transact and enter into a memorandum, of agreement with Procter and Gamble Philippines Inc. for the implementation of the Waste to Worth project.
  • A proposed ordinance instituting measures for the promotion and advancement of the bangus industry, particularly to adopt branding for the Dagupan bangus.
  • A proposed resolution requesting the Department of Interior and Local Government and the Bureau of Fire Protection to provide two units of fire trucks to augment the firefighting capability.
  • A proposed resolution interposing no objection to the issuance of a development permit for the proposed residential subdivision of Sta. Lucia Land Incorporated in Bolosan.
  • A proposed resolution authorizing Mayor Fernandez to look for and negotiate for the purchase of a lot as site of a Dagupan Fish Port.

Decano said many of the activities involve negotiations with the private sector who have expressed support for the city’s development projects but these cannot be acted upon without the legislation as required by law. (Leonardo Micua)
