SP gives the green light to W2W project

THE city of Dagupan is finally getting closer to a solution that will put an end to the nagging problem – when to stop operating its open dumpsite in Bonuan Binloc.

The Sanggunian Panlungsod enacted Ordinance No. 2029-2015 authorizing Mayor Belen Fernandez, on behalf  of the city government, “to negotiate, transact and enter into a memorandum of agreement (MOA) with the international company Sure Global W2WI Pte. Ltd. for the implementation  of the “Waste to Worth  (W2W) project in the city.”

The ordinance, sponsored by Councilor Jose Netu Tamayo, chairman on the committee on environment, and co-sponsored by all councilors present, seeks to bring in $8 to $10 million investment from Sure Global W2WI to the city for the conversion of 30 tons of garbage daily into energy.

The city council also passed a resolution appealing to President Benigno Aquino III and Environment and Natural Resources Secretary Ramon Paje “to segregate an area of 28,062 square meters in Bonuan Binloc from the land covered by Presidential Proclamation   98, series of 1963, for the purpose of establishing the ‘Waste to Worth ‘ facility in the city.”

Sure Global W2W I, a subsidiary of Procter & Gamble, had completed a feasibility study that showed the city government is capable of supporting its W2W program since it generates a minimum of 29 tons of garbage daily and the required balance could be sourced from the existing open dumpsite until it is cleared.

Under the plan,  the cleared dump site will be eventually be coverted into a tree park.

Under the proposed agreement, the only obligation of the city is to turn over its 30-ton wastes to the company and lesser than that, the city will be charged a “tipping fee.”

The W2W facility can convert plastic waste to diesel fuel for vehicles use and organic waste to methane gas that can light the whole village of Bonuan Binloc. Sure Global has also a technology that can make motorized tricycle shift from diesel fuel to the cheaper methane  gas produced from wastes.

The arrangement will also provide employment oportunities for the barangay residents.

The proposed MOA will stipulate that  all the by-products of wastes will be owned by Sure Global which it can sell commercially for it to recover its investments, and both parties would be willing to pay the necessary penalties for failire to comply with their respective counterpart obligations

Sure Global already operates the program in Cabuyao, Laguna; Bacolod City and Palawan.
