LINGAYEN-—The new president of the Pangasinan State University (PSU) is setting a strategic direction for the university in the next five years hoping to duplicate the successful reforms made at the Lyceum of the Philippines University (LPU) where he previously served.

Dr. Dexter Buted, who at age 42 is the sixth and the youngest president of PSU since it was established in 1979, told reporters that being an outsider is advantageous “ to institute change.” He was vice president of LPU for seven years.

“Having come from a private sector, and looking at what Lyceum is now, we have good practices that we can inject for the operation of the university,” he said.

He cited the several programs in LPU that earned recognition from the academe in the region and in the country.

He said he wants to implement these in PSU to improve the quality learning and instruction of the university.

Buted said he will push for student empowerment by uplifting the image of the university by providing them more than what private universities can offer by focusing on the improvement of instruction and learning of the students.

“While we have topnotchers here, while we have over and above the national passing rate in the board exams, as the new president I am not contented with what they have. We should increase, we have to discover more potentials of the university and especially our students,” he said.

Buted said his new tag line for PSU is “The Region’s Premier University of Choice” because it is the biggest population of students in Region 1.

He pointed out that improvements must be made on the structure, referring to the people in the university, which he puts high premium on, regardless of their level or status of employment.

A plan for out-of-school youths will also be in place by strengthening the scholarship programs and to see to it that there is no tuition fee increase at P200 per unit. “It should be affordable but there’s quality,” he said.

Among his other priorities will include the physical plan and facilities of the university and the instructional materials. He admitted there are problems on status of some classrooms and the laboratories and libraries that described as “challenging”.

He said it will need a study with the engineering and accounting offices that will require an emergency budget for the renovation of all the nine campuses of PSU across Pangasinan. (Tita Roces)
