Kapitan in hot water over mini-dump truck purchase

THE barangay captain of Herrero Perez in Dagupan City is in hot water after the barangay treasurer filed a complaint against her before the Ombudsman for Luzon accusing her of malversation of public funds and violation of the anti-graft and corrupt practices act.

In affidavit-complaint signed by Anita Tongson, barangay treasurer of Herrero-Perez before Allan John Atienza, graft investigation and prosecution officer I of the Ombudsman, she accused Barangay Captain Marlyn Mendoza of alleged anomalous purchase of the dump truck.

Tongson said that she, together with some barangay kagawad, discovered, that Mendoza made it appear that the Isuzu mini dump truck bought for the barangay was purchased from the company Zerk Trading in the amount of P1.9 million.

She said Zerk Trading was made to appear as the sole bidder in a bidding scheduled last Feb. 5, 2014 and was subsequently awarded the contract by the Bids and Awards Committee constituted by Mendoza.

The amount used in the purchase of the mini dump truck came from the budget of the barangay as provided for in Barangay Resolution No. 05, series of 2013 which was signed by all barangay officials as certified by the barangay secretary Joel Vilaceran.

Tongson said Mendoza actually bought the mini dump truck from one Milagros Aquino for only P350,000, a clear overprice and collusion between Zerk Trading and Mendoza.

Attached in Tongson’s affidavit complaint was an affidavit of Aquino, deed of sale of the Isuzu mini dump truck in favor of Mendoza, receipt issued by Aquino-Jugo commercial in the amount of P350,000. Official Receipt (OR) and Certificate of Registration (CR) of the vehicle.

The dump truck was intended for garbage collection to replace a tricycle being used by the barangay.

Efforts to get the side of Mendoza before deadline proved futile.
