STRIKE 3 POLICY

LINGAYEN–The police chiefs in two towns and one city were given forty-eight hours to solve the gun slay incidents that happened in their areas during the weekend that left six persons dead and one wounded.

P/Senior Superintendent Reynaldo Biay, OIC-police director, said Tuesday that he ordered the police chiefs of Lingayen, Bugallon and San Carlos City to solve the murder crimes perpetrated mostly by riding-in-tandem motorcycle suspects or show some positive developments that will lead to the early solution of the killings.

Most of the incidents happened in interior barangays prompting the police to intensify their intelligence efforts and extend their areas to be patrolled through their Oplan Sita and checkpoints, Biay said.

The Police Provincial Office has sent a team in the three areas to support the investigations.

“I want them to solve the cases as soon as possible,” he said, adding that he did not want the incidents “to be just cold cases”.

“I hope there would already be clear developments on these cases in the next 24 or 48 hours,” Biay said.

Citing the three-strike policy, he said failure of the three police chiefs in these areas to solve these murder cases would reflect on their performance evaluation “if they cannot solve, the series of shooting incidents would warrant their relief from their posts ”

He said the police have subjected the empty shells and slugs recovered at the crime scenes to ballistic examination to find out the owners of the guns used.

Two persons each were shot dead in San Carlos City and Lingayen and one in Bugallon on Jan. 17 and 18. The victims were Larry Miranda, former barangay tanod and his companion, Virgilio Ferrer, both from Barangay Longos, Calasiao town who were killed in San Carlos City, Jesus Sison, a farmer from Barangay Balococ and Anthony Perez, a PhilHealth employee from Barangay Matalava who were gunned down separately in Lingayen and Mark Garcia, an aide in a poultry farm of former Binmaley mayor Lorenzo Cerezo who was gun slain in Bugallon.

No suspects have been arrested so far.

Another was gunned down in Villasis identified as Reynaldo Delfin and Jonathan Barnachea was wounded by stray bullet but the suspect surrendered to the police. (Tita Roces)
