UBAS launched in Region 1

A DOCUMENT defining terms of partnership for transparency, public accountability and good governance was signed on Dec. 4 at the St. John Metropolitan Cathedral in Dagupan in launching the Ugnayan ng Barangay at Simbahan (UBAS).

The signatories to the document were officials of the Liga ng Barangay (LnB) in Region 1 headed by Pangasinan Provincial Board Member Amado Espino III, Department of Interior and Local Government and local government units of Region 1, Archbishop Socrates Villegas of the Lingayen-Dagupan archdiocese and Archbishop Marlou Peralta of Nueva Segovia who was represented by Sister Lilian Caranza, Edmundo Abesamis, national president of the LnB, said Region 1 is the latest region in the country that supports UBAS.

UBAS was started during the term of the late Local Government Secretary Jesse Robredo and is being continued by his successor, Secretary Mar Roxas, who already signed a similar document with the archbishops of Nueva Ecija and Cagayan de Oro.

Secretary Roxas was supposed to lead in the signing in Dagupan City but he had to stay in Metro Manila to help supervise preparations of the National Disaster Risk Reduction and Management Council (NDRRMC) in view of the approaching super typhoon “Ruby”.

He was represented by Director Trovela of the National Barangay Operations Office of DILG, who hailed UBAS as a partnership between the barangays and the church that seeks to bring about good governance.

After the program, DILG Regional Julie Daquiuag handed to representatives of the Catholic Church copies of list of projects in Region 1 that need to be monitored to ensure that these are implemented according to plans and timetables.

Mayor Belen Fernandez welcomed UBAS, pledging to support it attain its objectives.

Also present during the launch were former Third District Rep. Rachel Arenas and Vice Governor Jose Ferdinand Calimlim who represented Gov. Amado Espinio Jr. – LVM
