Camacho: Land swap contract still unsigned

LINGAYEN–No land swap deal has been signed for the Bayambang Central School (BCS).

This was clarified by Bayambang Mayor Ricardo Camacho, maintaining that the Deed of Exchange providing for the swap of the more than three-hectare BCS site located in Barangay Zone II in Bayambang to more than two-hectare lot in Barangay Bical where a brand new school compound with 59 classrooms were built, has not been signed.

The mayor suspects that the filing of a complaint against him before the Office of the Ombudsman was prompted by the impression that the deed has been completed.

He said the municipal government is still studying the legal implications of the document for his and William Chua’s signatures. Chua is the owner of the company Concrete Aggregates that built the new school compound in his lot.

“At this point and time, we are still reviewing the document so I have not signed the Deed of Exchange”, Camacho clarified, in a talk to newsmen during the Provincial Anti-Illegal Drugs Summit hosted by the Liga ng mga Barangay (LnB) provincial federation and the provincial government.

“What I have is the authorization of the Sangguniang Bayan to sign the document,” said Camacho, wondering what issues were raised by the complainants led by Filipinas Alcantara, PTA president, before the Ombudsman, since he has not received a copy of the reported complaint.

He added that the case elevated to the Court of Appeals concerning the relocation of the pupils to the schools built by Chua since last year remains pending in the court. The municipal government won the case before the Regional Trial Court (RTC) in San Carlos City but this was elevated by the Solicitor General’s Office before the CA.

Camacho said since this case has not been settled with finality, status quo should be observed by both parties.

“I am surprised why the other party (the group of PTA president Alcantara) was already doing the improvement of school rooms in the old BCS site even without securing a building permit from our municipal engineer,” Camacho said.

“Whatever it is, (whether it is reconstruction and improvement), still needs a building permit,” the mayor said, adding that all he did was to inform the DepEd about the matter (the ongoing improvement of the old school site) through Division Superintendent Alma Ruby Torio. (Leonardo Micua)
