Alaminos enforces curfew for kids
FOR KIDS’ PROTECTION
ALAMINOS CITY—Minors in the city must not be seen outside their homes from 10:00 p.m. to 4:00 a.m.
This is being strictly enforced in the in compliance with the city ordinance recently passed by the sanggunian ordinance imposing curfew hours on minors for their protection.
The ordinance, according to its author, Councilor Fatima Ann Isla, aims to reduce, if not eradicate, child delinquency by establishing a child-friendly community.
Under the ordinance, minors are prohibited from loitering around or sleeping in public places between during the prescribed hours unless accompanied by their parents/guardian or other person exercising parental authority over the minors, attending mass services of their respective religion or funeral wake, attending program/activities in school, trainings or sportsfest, attending meetings provided they have a written notice of the meeting or clearance from their guardian/parent, for medical emergency, when there are fiestas, holiday seasons and other special occasions, students who are attending night classes or sessions.
They are also prohibited to enter nightclubs, videoke bars, restobar, computer shops, billiard/pool halls and the like during said hours unless accompanied by their parents/guardian.
Barangay duty officers and officials, members of Public Order and Safety Office, or any regular members of the Philippine National Police who apprehend minors in their respective barangay shall escort and turn over arrested minors immediately to their respective residences or homes.
Apprehended minors who reside in another barangay shall be turned over immediately to the nearest Children’s Desk for proper processing.
Parents or guardians of curfew violators shall, within 72 hours from receipt of the citation-order, be required to appear before their respective barangay captains.
Those who fail to report to the specified center within the prescribed period shall be dealt with under Section 515 of the Local Government Code.
Parents of first offenders shall be required to attend a whole day parenting course to be conducted by the City Social Welfare and Development Office; second- time offenders will be required to complete a total of 15-day community service to be rendered on Saturdays, Sundays or any holidays of their choice or fine of P2,000.
Owners of establishments who allow minors to enter into their business establishments during the prohibited hours will be fined P500, P2,500, P5,000 and cancellation of their business permit for the first, second and third offense respectively.
The ordinance is now with the provincial board for final review.—Tita Roces
