Dagupan City’s best child-friendly practices being assessed

DAGUPAN CITY – Members of the evaluating team of the Presidential Award for Child-Friendly Municipalities and Cities (PACFMC) are on a five-day visit in the city from November 24 to 28 to observe and assess the child-friendly practices of the city.

After winning as the Most Child-Friendly City in Region I, the City of Dagupan is now a national contender to the 2014 Presidential Award for Child-Friendly Cities under the independent component city category.

Mac N. Joven, planning officer for the Council for the Welfare of Children, said PACFMC is conferred to deserving local government units in recognition of their vital role in the sustained promotion of children’s rights to survival, development, protection and participation as well as in ensuring child-friendly governance.

“Our objective is to encourage LGUs at all levels to prioritize and address issues/concerns affecting the full realization of the right of the child,” Joven said as he pointed out that they are to monitor, evaluate and document the implementation of programs, projects and services particularly those directly benefitting children.

Joven added that like Dagupan, national recognition is given to cities and municipalities that have been considered and confirmed as child-friendly.

“In a way, we are also strengthening our partnership with the LGUs to promote the survival, development, protection and participation of the children,” said Joven.

For her part, Mayor Belen T. Fernandez expressed jubilation over the nomination of Dagupan as a contender for the Presidential Award as the Most Child-Friendly City in the Philippines.

“We owe a huge amount of support from our people. They shared our enthusiasm for celebrating and making Dagupan a safe place for children and for young people to grow up”, said Fernandez. This, she added, is what defines the city’s standard of governance, aspirations and core values as an institution.
