City sends demand letters for unliquidated P31.8 M

THE Dagupan City government has sent demand letters to non-government organizations, civic clubs, sectoral groups and some individuals to liquidate the financial assistance granted them by the city government for the period 2010-2013.

The rules of the Commission on Audit mandate liquidation and non-compliance by recipients of the funds will lead to their prosecution by the legal officer of the local government or the Ombudsman. The penalty for failure to liquidate public funds is fine and imprisonment.

Some P31, 800, 654.65 of city’s funds were released to groups and individuals listed below based on the monitoring report of the City Accountant Teresita Manaois released to The PUNCH.

Those with unliquidated funds are:

Schools: Leon Maramba, P25, 0000; North Central School, P130, 499; Salisay Elementary School, P65, 625 and P23,114; and West Central Elementary School 1, P30, 666.65.

Department of Education (DepEd) Division of City School District IV, total P275,000.

The Association of Private Schools, total P50, 000.

The Association of Senior Citizens, total P390,000 for various projects.

Basketball association groups: NABRO, P40, 000; Dagupan City Developmental Basketball, P180, 000; BAP Barecom, P3 million; Basketball Association of the Philippines Region 1 Inc., P1.6 million.

Hotel Association of Dagupan, P600, 000.

NGOs and civic groups: Rotary Club of Dagupan P15, 000; Rotary Club of Uptown Dagupan, P250, 000.

JCI Dagupan Bangus, total P500,000; and JCI Dagupan Inc., total P1.1 million P500,

Other NGOs and POs that have not yet liquidated are: Kalipunan Liping Pilipina P198, 000), Malimgas Aliguas Dagupan Vendors (P78, 000), Manny Obedencia Folkloric Group (P50, 000), Junior Dalton Clan (P250, 000), Amateur Boxing Association (P250, 000), Filipinas Wado Ryu Karate Renmie Inc. (P30, 000), Dagupan Volleyball Association (P1. 2 million), Liyab or BC of Lasip Grande (P20, 000), PMHA Pang. Dagupan- San Carlos Chapter (P50, 000), DCNHS Alumni (P50, 000) and Dagupan Philippine Chinese Community Association Inc. (P1 million).

While the city prepares for another city fiesta this year, funds used in the previous fiestas remain unliquidated. The executive committees of 2011 city fiesta headed by then Hermano Mayor Councilor Guillermo Vallejos have not liquidated P5 million.

The 2012 Bangus Festival’s P1. 5 million also remains unliquidated.

The Liga ng mga Barangay then headed by Vallejos as the president still had not liquidated a total of P1,403,000 from April 2012 to March 2013.

The Sangguniang Kabataan (SK) Federation has yet to liquidate P1,050,000 for FAs received from 2011 to 2013.

The Philippine Councilors League, P400, 000; Trauma Foundation,P1,250, 000, Leisure Coast Resort, P75, 000; Dagupan City BHW Association Inc.,P50, 000; and PRC Pangasinan Chapter, P160, 000.

Individuals Jeremy Roux and Rogelio dela Cruz also received FA from the city last 2010 amounting to P400, 000 each and still unliquidated.

Manaois said her office will continue to write demand letters to the people and organizations who have not yet liquidated.

She said under the new administration of Mayor Belen Fernandez, FAs are directed solely to indigents and scholars of the city. (Hilda M. Austria)
