SP wants Biay as permanent PD

LINGAYEN– The Sangguniang Panlalawigan (SP) has reiterated its call of for the permanent appointment of provincial police director pointing out that it’s been two years since it had a permanent director that served a full term.

The call was apparently revived after the board members noted the how the present officer-in-charge provincial police director P/Senior Superintendent Reynaldo Biay facilitated the SP’s request for the immediate lifting of the suspension of the permit to carry firearm outside the residence. (PTCFOR).

In an interview with SP member Alfonso Bince Jr. he said the resolution “expressing a sense of urgency for the appointment of a regular provincial director for Pangasinan, following the proper and legal procedure,” will be accompanied by a recommendation that Biay be included in the shortlist of candidates to be appointed as the permanent director.

During the Question Hour of the SP session last September 29, 2014, Biay committed to follow up Provincial Resolution No. 315-2014 seeking the lifting of the PTCFOR.

The board will cite Biay’s efforts and initiative to secure the lifting of the suspension and his qualification having served as Deputy Provincial Director for Administration, Deputy Provincial Director for Operations, Chief Regional Operations and Plans Division, PRO1, Chief Regional Personnel and Human Resource Development Division, PRO1, and presently as the OIC-Provincial Director of the Pangasinan Police Provincial Office.
