SAN CARLOS CITY—To improve the peace and order situation in the city, P/Superintendent Charlie Umayam, recently designated as the permanent chief of police of San Carlos City Police Station (SCCPS), launched a community partnership program, “Ugnayan sa Barangay.”

Umayam said Ugnayan sa Barangay will reinforce the police’s partnership with the communities for crime prevention and help in the solution of crimes.

He said police dialogues in barangays will be held through the “Bantay Barangayan” program and will regularize training of the Barangay Action and Peacekeeping Teams.

To strengthen community partnership, the police officers will seek to involve themselves as community leaders, not simply as law enforcers.

Presently, the SCCPS has 107 police officers to serve the city with 174,143 population, or a 1:1,627 police to citizen ratio, which falls below the ideal 1:500 ratio.

Umayam served as officer-in-charge at the SSCPS last April 7 until he was confirmed as a regular chief of police last September 16. – (Johanne Macob)
